I can think of two possible reasons your QuickBooks Online (QBO) account is on hold. It's either due to sufficient funds for payroll transactions or your billing details.
Since the Community is a public forum, and we'll need to collect some personal information to pull up your account, I'd recommend contacting our Customer Care team. They can securely pull up your account to check the reason for the hold and guide you with a fix. Here's how:
- Sign in to your QBO company.
- Go to the Help (?) menu.
- Select the Search tab.
- Click the Contact Us button.
- Enter a brief description of your concern in the What can we help you with? field.
- Select Continue.
- Choose a way to connect with us (Send a message / Chat or Get a callback / Callback).
In case can't sign in to your QBO account, you can also reach out to our support outside of the system through chat.
Once everything is all set, you may also want to check out one of our Help pages as your reference to guide you in managing your account and business's growth and transactions using QBO: QuickBooks Learn and Support. All I got was an email that said my quickbook payments account was closed and when I opened the app it says my account is on hold. In the email it says to call a number if I didn’t request this and when I call the number I get no help

An email notification is sent when transactions are canceled or need further review. Then, we eventually placed the user's account on hold to protect you and the payee while it's being processed.
Having said that, I highly suggest contacting our Payments Support team to get this check and to determine the documents needed to release the payments and get your account hold lifted if verified. See this contact option to connect with us quickly.
Please know that QuickBooks can’t deposit any amounts from funds on hold until we complete our assessment.

I understand that you want to get this issue resolved as soon as possible.
However, the hold is removed within one business day upon receiving the wire. You will receive an email once the hold on your payroll account has been successfully lifted. In some cases, you may also need to contact your bank and ask them to accept Intuit ACH transactions in the future.
Meanwhile, if you really need to process payroll for your employees, you can print paper checks as an alternative. Here's a link as a reference: Change a direct deposit paycheck to a paper paycheck
Furthermore, I'd also recommend reaching our QuickBooks Online Support Team if you need further assistance about your payroll account. They have the necessary tools to access your account, review the hold status.
To reach them:
- Log in to your QuickBooks Online company.
- Click on Help (?).
- Select the Search tab, then Contact Us.
- Enter a description of your concern, then hit Continue.
