Sometimes a cache full of history and temp files can cause unexpected behaviors in QBO. Can you try logging into QBO via incognito mode or private window and create a test invoice from there.
It’s also a good place to start if the issue is caused by the cache.

If the right rate is used to compute the sales tax on the invoice, clear the cache of your regular browser. This step will force the browser to download fresh copies of everything you see on the page.
