The step that you're following is correct. Moreover, there's also another way to do this.

Here's how:

1. In the invoice, keep the line item linked.
2. Leave the QTY, Rate, and Amount blank.
3. Click save.

With this, when you run the report under unbilled time/charges, it will not show.
