For the first question, user permissions in QuickBooks Enterprise are a lot more elaborate than QBO. There's an option to allow the user to create transactions but not edit them. You can also restrict the users to view the company's financial data. You can take a look at these articles for more details: 

 

 

Second, you can also transfer your file from QBO to Enterprise. Let me give you these articles for more details about this:

 

 

Third, you can add as many companies or company files in QuickBooks Desktop. Use this article as a guide: Create a QuickBooks Desktop Company File.

 

Fourth, sales forms and other transactions (invoices, estimates, credit memos, sales receipts, statements, payment receipts, bill payment, sales order, and build assembly) can be customized in QuickBooks Enterprise.
