For the first question, user permissions in QuickBooks Enterprise are a lot more elaborate than QBO. There's an option to allow the user to create transactions but not edit them. Fourth, sales forms and other transactions (invoices, estimates, credit memos, sales receipts, statements, payment receipts, bill payment, sales order, and build assembly) can be customized in QuickBooks Enterprise.
