The incident report about unable to export payroll journals has been resolved a few days ago. Let's check your payroll chart of accounts if it's completely set up in your QuickBooks Online account.
If the payroll chart of accounts is fully set up, we'd recommend signing in using a different browser like Google Chrome, Safari or Firefox to isolate the situation.
As a work around you can manually export the payroll journal using below:
