You're unable to downgrade the file to 2019 since you've already upgraded it.
I've checked the investigation and the status is still in progress. The recommended workaround provided by our Product Team are listed below:
- If the items are coming off from another QuickBooks File, recommend importing of IIF.
- Use Add/Edit Multiple List Entries.
