There are various possible reasons why you're getting this error when installing payroll updates in QuickBooks Desktop. Before taking any steps to isolate the issue, I suggest creating a backup of your company file. This way, you can restore data files easily in case you run into problems. Then, close all the open applications including QuickBooks.
After that, reopen QuickBooks by pressing Windows+R to open the Run window. Then update the tax table from the by entering "update the payroll tax table" from the rectangular box. This helps maintain the paycheck calculation compliance. You'll just have to follow the onscreen steps until the update is complete.

Lastly, disable User Account Control by setting it up to the Never Notify option. Please note: It may be necessary to disable UAC when resolving QuickBooks Desktop issues, but it is strongly recommended that you enable it again to protect against security concerns on your computer.
Once done, download/update the latest payroll one more time by restarting QuickBooks.
