This has been fixed in QBDT 2019-2022. If you are running an older version you will need to update. There have been fixes posted by community members, not moderators on a thread called 2021 QuickBooks Desktop prints 2 part 1099 NEC... the last couple of pages contain detailed steps that need to be followed exactly in order to update your software.
