This doesn't work with QBO.  Your #3 under 'Here's How' isn't possible.  In Quickbooks Online, after selecting Taxes, then Payroll Tax, the Taxes, there is no option/link to click labeled "Pay Taxes".

Please advise how to continue using QBO.
