I'd like to ease your confusion, Svcmusic. The Budget vs Accruals and Budget vs Actuals are the same report. 

The budgeting feature is only available in the QuickBooks Online Plus version. I'll include the reference about creating, editing, and managing budgets so you'll know more about it.
