When you enter your client's billable time, you'll have to use the default ratio format (hours: minutes). However, it'll automatically be converted to the decimal format (i.e 0.00) when you add it to an invoice. Then, the said format will be converted back to the first-mentioned one when you print and send the invoice.
In the meantime, you can explore a third-party application that can make decimal as your preferred format for your billable invoices. Just look for a compatible app through the Apps menu or the QBO app store.
