You are right about the Estimate section of an emailed estimate. The system is using the Plain text. Setting the HTML on the Account and Settings won't take effect in this section because this is a system generated preview.
For now, we still don't have an option in QBO to change or remove this section when emailing the estimates. I'd recommend posting to our Intuit Developer Forum. We have engineers, developers, and fellow QuickBooks users that might be able to share their opinion regarding your concern.
- Go to this link and log in using your Intuit account: https://help.developer.intuit.com/s.
- Select QuickBooks Online under the What do you need help with? section.
- Click Ask a Question and enter the details of your concern.
- Click Ask.
