Currently, there's no Sales Order feature in
QuickBooks Online. However, you can create an Estimate by
clicking on the Plus (+) icon and choosing Estimate. This will be a non-posting transaction that can be turned into an invoice at a
later time. When the customer gets the invoice, this can act as the sales
order.

reference.
You may want to submit a feature request for
the ability to create a Sales Order. You can do that by clicking on the Gear
icon at the top and selecting Feedback. Requests entered
there will be considered by the software engineers for inclusion in future
updates.
