Buy nowAnother solution in this particular case is to use Window's native scaling overrides. Right-click on the shortcut you use to launch the app (or the executable in the install folder - usually under "[user]\AppData\...") and select "Properties">"Compatibility">"Change High DPI Settings". From here you change a few options: first under "Program DPI" check the "Use this setting to fix scaling..." box, next under "Use the DPI that's set..." change the dropdown menu to "I signed in to Windows," and finally under "High DPI scaling override" check the box and in the dropdown choose "System" (other options might work better, you have to close and reopen the application after each applied change to verify). The result won't be pretty, things are slightly soft around the edges, but the navigation panel should be readable.

Quickbooks desktop app allows me to zoom/scale just like in the browser, except that it only scales the content in the middle screen of the app, not the menu and navigation panels. As a result, the navigation buttons are too small to see/use conveniently.
