We are using QB Enterprise 2023 and was having the same issue with Tax forms not opening in excel.  Here are the steps that fixed this problem for us.  It is mainly the Macros settings in excel.  We are using excel office 365. Hope this helps for other versions of QB.

1. Open Excel,
2. Go to File, select Options
3. Select, Trust Center
4. Click on button “Trust Center Settings..”
5. Go To Macro Settings on the left panel.
6. Select: Disable VBS macro with notification
7. Select: Trust access to the VBA project object model.
8. Click: OK
9. Close Excel and run report from Quickbooks
