Verify and Rebuild will not fix the menu items, because they are in no way connected to the QuickBooks file. They are part of the installation. Which you should know, being the QuickBooks expert that you are.

However, repairing the QuickBooks installation might fix it. It depends on what Intuit broke this time. Which again, you should know.
