Logging off, having dinner, and logging on fixed the problem.  

To answer your question, there are real Classes and real sub-Classes. The phantom budget amount appeared in the Class. It was the total of the real budget amounts in the Class' sub-Classes. This shows in the download done earlier.
I saw this in the budget reports (of all types) but not in the budget process. In the budget process, I could not find the phantom budget amount in the Class but I could find and edit the amounts in the sub-Classes.
