As my colleague ReymondO said, this problem usually appears when the maximum number of customers, as you can only review up to 4,500 customer records when you create a statement. If you have more than 4,500 customers, you'll need to select them manually.
To check, you can click View Selected Customer to view your total customers. However, if you haven't reached the allowable number yet, we can run troubleshooting steps to address the issue.
