I'm a Managed IT Provider and we had a customer experience this same issue. Quickbooks Enterprise 22. Office 2019 Pro Plus retail. Brand new computer. We tried everything mentioned in this long thread. What ultimately ended up solving the problem for this client was downloading the Microsoft SARA tool https://aka.ms/SaRA-officeUninstallFromPC to uninstall Office 2019. Then running it again after the required reboot and telling it to remove all versions of Office. I then uninstalled QB. Reinstalled 2019. Updated 2019. Installed QB. And problem solved.
