I have enabled "Accept ACH" as one of the default payments but when new invoices are created, they only have credit card payment enabled. Am I missing something?

In Accounts and Settings | Sales, "Accept ACH" is set to On. I am able to add ACH as a payment option after the invoice is created, but I want it to be available from the beginning on all new invoices.
