Because of this information, it is clear to see that you were given instructions for QuickBooks Online. QuickBooks Online has that +New button, and clearing cache and cookies is a troubleshooting step we recommend to correct online issues. However, if you could share what you were trying to achieve, I can share the desktop steps! Please comment below.
