Permit Number is triggered once you create a multiple state tax in the Sales Tax center. Inactivating the other state taxes won't remove the Permit Number field but disabling sales tax will do. However, disabling sales tax is not advisable though.
If you'd like to leave any feedback about removing the Permit Number field, I suggest sending your product suggestions/feedback straight to our product developers/engineers for future product updates.

- Go to the Gear icon.
- Select Feedback.
- Enter you suggestions under Feedback page.
