Basically, the answer appears to be "No." QBO will not create a vendor bill based on time entries. They are only available to be invoiced to customers. 

You can, however, generate time reports to assist in manually creating vendor bills.

So, if I want the individual time entries on both the customer invoice and the vendor bill, I need to enter the detail in 2 places.
