For me, if I select All rows, it doesn't matter whether I make any selection in Filter, I still get ALL rows, both with zero and non-zero values. And if I select Active rows, it doesn't matter what accounts i select in Filter, only those with non-zero balances show up. 

Thank you everyone for your help, but at this point I've given up - this seemingly simple issue has taken far too much time already. We created an Excel structure that takes data from QB and filters it as we need to, and this will do until we transition to another software package.
