Yes, it is not possible to set a Bank Balance in Banking page if your bank account is not connected in QuickBooks Online. Bank Balance will only show and update if there are transactions automatically downloaded from your bank. For manually imported bank transactions, you can check the running balance by going to Chart of Accounts and then see In QuickBooks column.
