search and you can find several HR articles about why locking (or modifying) clock-ins is a bad idea.  though I wanted the same thing.  Better to write them up when they break the rules.  it's easy for them to file a wages and hours complaint and they can say they were doing even a little work while waiting to be allowed to clock in.  those cases can be costly to lose, I hear
