I appreciate you for reaching out to us here in the Community. Let me share some clarification about making bill payments in QuickBooks.

As of now, only admin and accountant users can use the Online Bill Pay feature. I'll send in your feedback to our Product Developers so they can consider this in the future.

 Since there's no workaround yet, I suggest you visit our QuickBooks Blog to stay updated with all the changes.
