Thanks Christine but no go.. 
4.0.9 latest still has bug (for me)
downloaded beta 4.1.1 same issue..

Click on employees and get the error. 
Works in browser, and cookies are disabled (Chrome  on Win10 is my environment). Occurs on 3 machines I use.  

Cookies Disabled
In order for the payroll component to function, we first need you to adjust your cookie settings. Please follow these instructions to correct this issue:

Safari
Click the Safari menu at the top of the screen and then click Preferences
Click the Privacy Tab
Under "Website tracking" ensure the "Prevent cross-site tracking" setting is disabled
Close the preferences window
Back on the QuickBooks Online webpage, click the Dashboard tab on the left of the page
Click back onto the Employees tab on the left of the page
Chrome
Click the Settings menu at the top right of the screen
Scroll to the bottom of the screen and click Advanced
Click Site Settings
Click Cookies
Ensure the setting Block third-party cookies is disabled
Back on the QuickBooks Online webpage, click the Dashboard tab on the left of the page
Click back onto the Employees tab on the left of the page
Firefox
Click the Settings menu at the top right of the screen and then click Options
Select Privacy and security
Select Custom and untick the Cookies option
Back on the QuickBooks Online webpage, click the Dashboard tab on the left of the page
Click back onto the Employees tab on the left of the page
Microsoft Edge
Click the Settings menu at the top right of the screen and then click Settings
Select View advanced settings
Scroll down to the Cookies option and select Don't block cookies
Back on the QuickBooks Online webpage, click the Dashboard tab on the left of the page
Click back onto the Employees tab on the left of the page
