They talk about applying price rules to estimates, which can only be done in QuickBooks Online. In QuickBooks Desktop, it doesn't apply to estimates or invoices created from estimates with a markup column.

In QuickBooks Online, the price rules work on estimates, but not on billable items (expenses) with markup. Here's an article for your additional reference: Set price rules in QuickBooks Online.

If you want to do some experiments with the said feature, I suggest using the QBO test drive. Anything you put there will be removed once you log out and close the QuickBooks page.
