In this case, since the Purchase Order (PO) was already received. What you need to do is delete it so you can create a bill. Here's how: 

1. At the top menu bar, click Vendors.
2. Select Vendor Center.
3. Click Transactions.
4. Select Purchase Orders. 
5. Look for the transaction you need to delete.
6. Click Delete.
7. Select OK.
