I appreciate you for providing additional information on your concerns. 

 

Let's make sure that you've logged in as a Master Admin to isolate the issue. For more information, check out this article: QuickBooks Desktop Users and Restrictions.

 

If the issue persists, I'd highly suggest communicating with our Technical Support again. I know you've already called in with our support regarding this. Although they have available examine the main cause of the problem. Also, can create an investigation if necessary.
