We have decided to not update QB and will never purchase another Intuit product. We are evaluating open source solutions, if anyone has a suggestion for one we would appreciate it. We have abandoned the idea of moving the data to the new system, would rather leave one computer with QB for when we need to look at old data.

I have just tested on QBW2019 and QB2021 Premiere versions, only blocking outgoing traffic (do not try to call home dear!) on QBW32.exe and QBW32Premiere.......exe and both have not asked for a login to Intuit.
(Using the basic Windows Defender Firewall Advanced Outbound rule - Add a new rule). They will be shown at the top of the list, so easy to delete if you have a problem later.
It is sad we have to resort to firewall blocking... I think by leaving the incoming unblocked you can still download critical security updates, if you want to.
