I finally got it to stop, on Windows I went to the Windows Defender Firewall advanced setting and blocked QBW32.EXE and QBW32PremierWholesale.exe in both inbound and outbound rules. The second one will depend on which version of QB you are running. I did this 3 weeks ago and no pop-ups since then.

We have decided to not update QB and will never purchase another Intuit product. We are evaluating open source solutions, if anyone has a suggestion for one we would appreciate it. We have abandoned the idea of moving the data to the new system, would rather leave one computer with QB for when we need to look at old data.
