I can add some clarifications about the decimal places on your reports,  JAM3guitar.

The % of Budget column is the percentage margin of your budget that is earned or spent. I've tried this report on a sample file and this is the result. See the attached screenshot below for your visual guide.

Since your report is rounding decimal off to zero, there could be some issues with the data. I highly recommend contacting our QuickBooks Online Team. I know you've already called them. However, they can create a case and forward it to our Product Team for further investigation.
