I feel like no one is taking ownership of this issue. I've already tried once on the phone and didn't get anywhere. Why should I spend another half hour of my time on this?

I've explained very clearly what the problem is and have provided an example that illustrates it. I would think that you would have the capability of passing this along to the appropriate channels and making it easier for your customers.
