Hi all, we use QuickBooks Desktop (Enterprise Contractor 18.0) and we were running into this same issue where we have Price Rules turned on (because we need customers to have multiple rules applied for our different products) and we couldn't get Customer Estimates to populate with the pricing data either. Then I stumbled on some info from QuickBooks that says if the "Markup" column exists in your estimate or invoice templates, the price rule pricing won't populate. If you're OK with leaving the Markup column unchecked completely in your templates, then Price Rules DO work with QuickBooks Desktop Estimates :-)  Sorry if this was already said in this thread and I missed it.
