I've encountered a tech miracle. I was able to send forms by email today. I had a hunch that I could send one email at a time. When that was successful, I started selecting more and more. My backlog has cleared.

Only thing that I know has changed is Windows Update 2020 04 from yesterday. I never tried to send emails between when I last chimed in here and today.
