I have uninstalled QBD and re-installed.  I have deleted my company file and associated files (after doing a backup) and then restored the back up.  I have run the Tool Hub numerous times.  I have run Registry fixes.  Nothing is fixing the issue.  My issue isn't the partnering with Outlook, mine is being able to enter invoices or even connect to support from within Quickbooks.
