If it's a Windows 11 computer, check that the XPS feature is enabled:  Press the Windows key on your keyboard or select the Windows icon on your Taskbar to open the Search.  In the Search box type "Turn Windows features on or off" and open it.  In the list of features Look for the feature labeled "Microsoft XPS Document Writer" and make sure the box is checked to enable it, Ok button to save changes. You may need to restart your computer.  Then run the Tool Hub to fix the pdf issue if it still shows an error and hopefully it will be resolved.
