If the issue pertains to user roles, you can modify and configure these roles to better align with those that have the permissions necessary to add notes to item lists. This adjustment will ensure that the right users have access to perform this function effectively.
 

You can follow these steps to edit users role:

  1. Go to Company
  2. Hover to Users then select Setup Users and Roles.
  3. Then select the users then hit Edit
  4. Choose role in the Available Roles and click Add button to add the role into Assigned Roles box.
    (Every role available have description below to know what privileges they can do)
    I recommend the Inventory role for tasks related to inventory management, or the External Accountant role, as it has permissions equivalent to those of the admin.

  5. Click OK.
     

Also given that you have already verified and rebuilt the system to address this issue, I strongly recommend upgrading your QuickBooks Desktop to the latest version. Updating to the most recent version can significantly enhance your inventory management experience, particularly in terms of the functionality for adding item notes.
