Does anyone know why the Server is slowing down at 1:34 p.m., EST during business hours?!

From 9:30 a.m. to 1:33 p.m. EST, the Server was working without a slow down.  But everyday during Business hours the Server slows down until approximately 3:00 p.m. EST. 

Its not our internet provider or machine or browsers.
