I would say no to blades and needles, thus an expense: repairs and maintenance; or, small tools - things you would not depreciate and have no effect on the long term value of the fixed asset to which they are being applied. The combination of the construction materials equates into a fixed asset and would be entered into the fixed asset account. Now, I would hope that the building is worth more than the sum of the materials - talk to your accountant about how to factor this in.
