FWIW, I bought a QB 2022 subscription <groan> and still get the IE is disabled message. I did get IE running (and even set it as the default browser for a while <groan, groan>). Despite what it says on the "Use our built-in browser in QuickBooks Desktop" page (which says that they've fixed it in new builds of QB 2020+), I still get the same error with QB 2022. I've turned the IE feature on and off, rebooted, etc, etc. I simply can't get into 2022 (nor could I get into 2020). I did get 2022 to launch on another computer that hasn't received the Windows June 15, 2022 update. I've disabled updates that computer for seven days (the maximum) which may let me close out my books (we're on a June 30 FY), but I don't know what I'll do after that.
