This issue HAS been fixed for all currently supported versions of QBD (2020-22). However, the fix comes in the form of an update that you download and install from within QuickBooks. So if you can't open the program at all, that solution will not work. However, I expect that there is also a QBD installer available that will install the new version over your old version. Try looking for that. And by the way, the solution is that QBD now uses its own internal browser instead of relying on Windows to provide it. This is something Intuit SHOULD have done five years ago.

Versions before 2020 will never be fixed because they are no longer supported. For those using those old versions, YOU should have fixed this problem years ago. Run your business as a business. This includes maintaining software by upgrading and updating to maintain functionality with current hardware, operating systems, and newly discovered and invented security risks.
