I posted a fix to this problem back in February.  With the recent updates (this past Saturday) I am not sure if it will still work.  I tried looking for my solve but cannot find it.  So lets hope you have not tried this and this fixes your problem.  Once you're done there is no need to make IE the default, QB just needs to see it on your PC.

I run win 10 QB Pro 19
You must have administrator Priv to do the below fix!
Click on settings
Click Apps and Features
Middle of page click on "optional features"
Look through this screen for IE and whatever version may be there

If you do not see any IE, then it has been disabled (don't worry YET)
On same screen up  the page a little is a box with a + "Add Feature"  click the box

CROSS YOUR FINGERS.  The list will have all the features available on your PC but not turned on. 
Scroll looking for IE 11 or earlier, if it is there YAY!
click on the box for the most recent IE Version
Scroll down and click INSTALL.

If  IE is not in the list, your QB is useless.  I hope you find IE and this fixes your issue.
