First, let's make sure that attachments have no special characters in the file name. Then, you can reopen the PDF file. If the issue persists, I recommend you open your browser's private window. It isolates your browser's cache, which is the common cause of unusual behaviors in browsers.
If you're able to open your attachments successfully, you'd want to clear your regular browser's cache. Also, you can use other web browsers.
