The only places I can find Time Tracking in QBDT are: 1. under each employee and 2. under Preferences. Time & Expenses - it is turned on.  No where can I find anything about manage my apps in Desktop.  That's an Online screen only from what I can tell.  This is the same instruction I have found over and over again in the support forums and articles.  Just an FYI for you.
