The QuickBooks Database Server Manager allows you to share your company files with other computers on your network. To enable users to access these files, you need to run the QuickBooks Database Server Manager during the network setup. It also helps monitor your multi-user network. Regarding your other question, the fee for your QuickBooks Desktop account is billed annually, rather than as a one-time charge.
