I had the exact same problem.  I was able to simply type "Windows Features" into the Windows 11 search bar, it brough up the list of features, and sure enough the Microsoft XPS Document Writer wasn't checked.  Once that was turned on, I was able to create PDF invoices with no problem.  Thank you VERY much for sharing your solution!
